Luan County in Hebei Province plans to open the first clothing-optional beach of North China. The county plans to invest 3.2 billion Yuan ($516 million) in the development plan of a tourist spot covering an area of 533 hectares on both sides of the Luan River. Another 100 million Yuan is expected to spend on digital multimedia equipment.

Luan County is under the administration of Tangshan city located in East Hebei Province. The plan of constructing this tourist spot also includes a golf course, an equestrian area and a clothing-optional beach.
